Mayor Phil Gordon says if the feds want the city and the state to
participate, then the federal government needs to pay for it.The event is still about a year and a-half away.A
Homeland Security spokesman suggests the city and state are angry over
a recent decision that could leave Phoenix off a list for federal
funding under the Urban Area Security Initiative.Phoenix received ten (m) million dollars through the program during fiscal 2005.
